Question Paper Leak and Certificate Preparation Gang Arrested

Some people have been arrested from different areas of the capital for leaking question papers and preparing burnt certificates. Meanwhile, three laptops, five mobile phones, cash of 8 lakhs and three thousand taka and various other digital equipments have been seized. They were arrested in Adabar, Shyamoli and Tejgaon areas of the capital on last Saturday night. It is known through the media wing that they were under the surveillance of intelligence department for a long time.

Fake certificated teachers working in various educational institutions across the country resort to them in the hope of obtaining valid certificates through such circles.

According to reliable sources, the government has prepared a list of about 3,300 teachers with fake MPO certificates.
The list was compiled by the Directorate of Inspection and Audit (DIA) under the Ministry of Education after investigating nearly 25,000 educational institutions for more than a decade. The authorities are now taking steps to recover the salaries paid to these fake certificate holders.

DIA submitted the list with their recommendations in June this year. According to the report, most of the criminals obtained fake certificates through forgery and lobbying.

Before submitting the list, the Anti-Corruption Commission (ACC) had sent a recommendation to the Department of Secondary and Higher Education (DSHE) to investigate the MPO irregularities of 19 teachers of Uttara High School and College on April 5.

The DSHE later ordered the cancellation of the MPOs of 19 teachers and the recovery of their salaries and allowances.

According to the DIA report, fake certificate holders have taken around 50 crore Taka as salary allowances.
The names of these 19 teachers are also on the DIA list, though their situation is slightly different from other fake certificate holders.

According to the DSHE investigation, the government had eliminated the post of junior teachers in the MPO policy of 1995. However, the Uttara High School and College authorities violated the policy of recruiting junior teachers in 16th MPO grade after 1997, 1998 and 2000.

As a result, 19 teachers have been registered under the MPO system against other fake certificate holders. However, their certificates are still invalid because they were never eligible to receive them, according to DSHE
On the move to recover salary from fake certificate holders, DSHE Acting Deputy Director (Dhaka Region) said: “Last month a letter was sent to the Assistant General Manager of Agrani Bank to send all issued cash vouchers and account statements. He also said that 20 teachers of Uttara High School and College were on the list, but one teacher’s name was omitted due to death.

Others are – Abdul Khalek, Minhazur Rahman, Atiqur Rahman, Mohammad Golzar Hossain, Zahirul Islam, Afroza Khatun, Mohammad Abdul Hannan Mia, Manjurul Haque Majumdar, Abul Kalam, Shaheed Ullah, Shamima Afroz, Hanufa Begum, Noor Uddin, Subhash Chandra Mitra. , Muhammad Lutfar Rahman, Mehrun Nesha Khanam, Parveen Akhtar, Mohammad Ziadul Haque, Jahangir Hossain and retired assistant teacher Jinnatunnesha.

DIA sources said a committee would be formed to coordinate the recovery of salaries of all 3,300 teachers.
They added that the list included only those teachers against whom there were complaints. If the investigation is extended to all MPO certificate holders, the number of teachers with fake certificates may increase.

Findings of DIA

According to the DIA report, out of 3,300 teachers with fake certificates, there are 2,345 teachers in secondary and higher education departments and 955 teachers in technical and madrasa education departments.

The DIA report revealed that around 1800 teachers issued fake NTRCA certificates, around 300 issued fake computer proficiency certificates and over 70 issued fake BED, secretarial and other certificates.
The report also says that more than 700 cases of certificate fraud have occurred from Rajshahi and Rangpur divisions, 1,200 from Dhaka and Mymensingh, 900 from Khulna and Barisal and about 500 from Chittagong and Sylhet divisions.

However, DSHE told this reporter that due to manpower shortage, the authorities could not carry out separate investigations.
